The employees of the Department of Agriculture, Medical and Health, Women and Child Development, Elementary Education, Social Justice and Empowerment will be transferred through Panchayati Raj Institutions. This step has been taken by the State Government citing strengthening of Panchayati Raj Institutions. The order has been issued by Chief Secretary DB Gupta on Monday. Transfers made on behalf of the parent departments will now be treated as cancelled.

• As per the order issued by the Chief Secretary, the powers of transfer within the Panchayat Committee area shall be vested in the Administration and Establishment of the Panchayat Committee in the Standing Committee. The powers of transfer within the Zilla Parishad area shall be vested in the Administration and Establishment Standing Committee of the Zilla Parishad. The powers of inter-district transfer will be vested in the ancestral department of the state government.
The rights of transfer from urban area to urban area, rural area to rural area, transfer from rural area to institution transferred from urban area to institution transferred from rural area will remain in the parent department, but from rural area to urban area and transferred institutions Orders for transfer to unsigned institutions will be issued on behalf of the parent department after the consent of the Department of Panchayati Raj.
